B%26gt%3BCite%26lt%3B%5C%2Fa%26gt%3B%20%26lt%3B%5C%2Fdiv%26gt%3B%5Cn%26lt%3B%5C%2Fdiv%26gt%3B%22%2C%22data%22%3A%7B%22itemType%22%3A%22journalArticle%22%2C%22title%22%3A%22Managing%20Carbon%20and%20Data%20Flows%3A%20Fungible%20Forms%20of%20Mediation%20in%20the%20Cloud%22%2C%22creators%22%3A%5B%7B%22creatorType%22%3A%22author%22%2C%22firstName%22%3A%22%22%2C%22lastName%22%3A%22Pasek%2C%20Anne%22%7D%5D%2C%22abstractNote%22%3A%22Microsoft%5Cu2019s%20transition%20to%20being%20both%20a%20cloud%20company%20and%20a%20carbon%20neutral%20company%20occurred%20at%20the%20same%20time%20and%20with%20common%20structuring%20logics.%20Cloud%20computing%2C%20carbon%20offsetting%2C%20and%20renewable%20energy%20certificates%20share%20place-agnostic%20structures%20and%20practices.%20This%20article%20examines%20these%20trends%20together%2C%20analyzing%20how%20global%20forms%20of%20mediation%20and%20management%20mutually%20reinforce%20one%20another%20across%20the%20cloud%5Cu2019s%20carbon%20and%20data%20flows.%20This%20analytic%20affords%20more%20than%20just%20a%20tale%20of%20a%20commodity%20and%20its%20%28mis%29managed%20environmental%20externalities%2C%20but%20rather%20an%20analysis%20of%20the%20structures%20of%20fungible%20mediation%20common%20to%20both%20alike.%20Understanding%20this%20concept%20and%20its%20resistance%20to%20place-based%20accountability%20not%20only%20better%20captures%20the%20empirical%20and%20aspirational%20actions%20of%20cloud%20computing%2C%20it%20also%20allows%20for%20more%20efficacious%20forms%20of%20green%20media%20critique.%5Cn%5CnIn%20order%20to%20study%20cloud%20computing%2C%20media%20scholars%20often%20begin%20with%20the%20data%20center%20and%20its%20relations%20to%20place.%20Its%20substantial%20size%20and%20energy%20requirements%20can%20be%20readily%20mustered%20to%20disprove%20the%20imagined%20deterritorial%20and%20environmental%20innocence%20of%20the%20cloud%20metaphor.%20Take%2C%20for%20example%2C%20Microsoft%5Cu2019s%20data%20centers%20in%20Boydton%2C%20Virginia.%20Opened%20in%202010%20and%20expanded%20five%20times%20since%2C%20the%201.1%20million%20ft2%20cluster%20completely%20dwarfs%20the%20small%20town%20it%20adjoins.%20To%20meet%20the%20project%5Cu2019s%20energy%20needs%2C%20greater%20than%20that%20of%20Boydton%20itself%2C%20Dominion%20Virginia%20Power%20had%20to%20lay%20new%20powerlines%20and%20build%20a%20new%20electrical%20substation%20at%20the%20site.%20Two%20years%20later%2C%20citing%20demand%2C%20Dominion%20opened%20a%20new%20coal%20power%20plant%2C%20pushing%20more%20fossil%20energy%20onto%20the%20grid.%20From%20Boydton%2C%20we%20might%20tell%20the%20story%20of%20this%20cloud%20through%20concrete%20and%20coal%20ash.%5Cn%5CnHowever%2C%20this%20view%20is%20at%20odds%20with%20consumer%20experiences%20of%20the%20cloud%20as%20well%20as%20Microsoft%5Cu2019s%20own%20orientation%20to%20its%20data%20centers.%20This%20Virginia%20site%20is%20only%20one%20part%20of%20a%20larger%20global%20network%2C%20designed%20to%20flexibly%20virtualize%20digital%20information%20and%20infrastructure%20around%20the%20world.%20The%20company%5Cu2019s%20cloud%20service%2C%20called%20Microsoft%20Azure%2C%20is%20composed%20of%20more%20than%2050%20data%20centers%20and%20130%20edge%20nodes%2C%20all%20of%20which%20work%20to%20circulate%20the%20story%20of%20the%20cloud%20rather%20than%20to%20hold%20it%20in%20place.%20To%20Microsoft%20and%20many%20of%20its%20users%2C%20Boydton%20will%20always%20be%20one%20vessel%20among%20many%20in%20an%20interchangeable%20system%20of%20data%20flows%5Cu2014a%20site%20of%20mediation%20predicated%20upon%20the%20interchangeability%20of%20one%20server%20to%20the%20next.%20From%20the%20global%20Azure%20network%2C%20the%20story%20of%20this%20cloud%20is%20one%20of%20cosmopolitan%20movement%20and%20exchange.%5Cn%5CnSignificantly%2C%20this%20second%20view%20holds%20for%20the%20company%5Cu2019s%20orientation%20not%20just%20to%20data%20and%20data%20centers%2C%20but%20also%20its%20global%20carbon%20footprint.%20Since%202012%2C%20Microsoft%5Cu2019s%20operations%20are%20made%20carbon%20neutral%20through%20a%20company-wide%20carbon%20fee%20to%20fund%20renewable%20energy%20and%20offset%20purchases.%20Written%20on%20a%20global%20ledger%2C%20Microsoft%20tallies%20the%20carbon%20debts%20of%20Boydton%20and%20other%20data%20centers%20and%20subtracts%20them%20from%20a%20pool%20of%20purchased%20carbon%20credits%20generated%20by%20distant%20forests%2C%20wind%20farms%2C%20or%20cookstoves%20%28DiCaprio%2C%202013%29.%20Within%20the%20circulatory%20logics%20of%20atmospheric%20gas%20or%20electrical%20grids%2C%20place%20cedes%20to%20flows%20and%20virtual%20exchanges.%5Cn%5CnThe%20distance%20between%20these%20two%20stories%20is%20vast%20and%20environmental%20media%20studies%5Cu2019%20tactic%20has%20often%20been%20to%20insist%20on%20the%20former%20over%20the%20latter.%20In%20this%20article%20I%20will%20not%20so%20much%20be%20breaking%20from%20this%20tendency%20as%20seeking%20to%20construct%20a%20bridge%20between%20th
